RUFUS BOUSQUET PT 2: THE UN FUNDS SCANDAL


Could you have ever imagined that a gentlemen who went to jail in the USA for fraud and other serious crimes and who later went on to defraud the United Nations with impunity is now the Foreign Minister of a country who has a world record for the number of Nobel laureates per capita. What is even more disturbing is the Foreign Minister's "incorrigibility" as he continues to break the laws of the very country he represents overseas with impunity. The leaked cables revealed that the process by which he became Foreign Minister might itself be fraudulent. We will discuss this matter later.  At the moment, there is a proliferation of bribery projects in Choiseul/Saltibus which so aptly underlines the true nature of the individual. It is really a "kwev de tje".
BOUSQUET ADDRESSING THE UN: HOW DOES HE FEEL?

In Part 1, we discussed the fact that Bousquet was declared PERSONA NON-GRATA in the USA for two reasons: his criminal record in the USA and the UN Fund Scandal; he, however negotiated and was granted a few waivers UNTIL LAST YEAR on the basis of his ministerial position.We assume he has therefore returned to the status of PERSONA NON-GRATA (or permanent ineligibility status as the Embassy indicated)

In Part 2, we will briefly look at some of the issues surrounding the UN Funds Scandal. You will see that Bousquet created and submitted a report on a fraudulent project - that is, a project that never existed; but he was apparently exonerated from further inquiry;hence no official accusations or charges  were subsequently made against him. 

It is noteworthy here that the UN project that was never delivered by Bousquet was as fraudulent as the qualifications which entitled him to get the job and is a "creve coeur" on the reputation of St. Lucia. What ironic is the fact that the UN Funds Scandal culprit is now our foreign Minister!

When asked about these business niches, a former campaign manager for the United Workers Party (his name is withheld because he is a private citizen who is in private employment), replied that Bousquet has never had a serious profession or business, but rather rode his father's and uncle's coattails into politics.  Bousquet's father was a popular parliamentarian representing Choiseul, the district Bousquet now represents. 

In a private conversation with PolOff, the former UWP campaign manager for the 1992 elections, explained the details of the alleged abuse of UN funds.  According to him, Bousquet returned from living in California in 1989 and immediately decided to run for public office.  In order to raise funds for his campaign, fellow UWP member Dr. Charles Flemming, who was serving at the time as St. Lucia's Ambassador to the UN and the chairman of the UN's funding committee, approved Bousquet's application for a six-month research grant. Bousquet however utilized the grant funds for his own purposes rather than accomplishing any of the terms of the grant.  Some time later, when the UN opened an inquiry on the use of the funds, Bousquet created and submitted a report on his nonexistent project.  His report apparently exonerated him of any further inquiry.  No official accusations or charges were subsequently made against Bousquet.

Bousquet's apparent lack of qualifications and experience in diplomacy, as well as reports of the misuse of UN funds and misrepresentation of his immigration record, continue to cause concern.

  2. BOUSQUET PRIDES HIMSELF ON HIS GOOD LOOKS. BUT IS GOOD LOOK ENOUGH? BOUSQUET SHOULD NEVER HAVE BEEN THE FOREIGN MINISTER IN ANY GOVERNMENT.
